Designing a Professional Learning Continuum for School Leaders

Dr. Andy Scott and members of our team were contracted by UNESCO to work closely with the Peru Ministry of Education at developing a professional learning continuum and career pathways document for purposes of guiding further policy development.

The team spent one week in Peru, followed by an additional week of report preparation. While in-country, our efforts included a review of the Ministry policies, practices and laws, as well as an informative investigation of practices elsewhere. A series of facilitated focus groups and structured interviews conducted also required thorough translation and a review of many legal documents. A professional learning continuum aligned with career milestones was created and an extensive implementation plan for the career pathways and professional learning continuum was established.
